Symbolset Update allows user to symbolize
polygon outlines like a line.
NRCS Symbol Palette Instructions:
Users simply download these files into their \arcgis\arcexe83\bin\styles folder. Install the Symbol Palette first,
then the update. Palette and the update were developed by Shandy Bittle
on the Nebraska NRCS GIS staff.
